Preface This is the first edition of CSA TS-803, Universal accessibility design recommendations for public electric vehicle charging infrastructure . This Technical Specification (referred to as “this Document” from here on) contains recommended practice and steps, as well as requirements, on accessible EV charging infrastructure. The purpose of this Document is to provide best practices in the form of requirements and recommendations for the design and installation of accessible public electric vehicle charging infrastructure, while engaging decision-makers to support EV infrastructure that is inclusive and usable for all users. This Document is not a consensus product; that is, it is not a standard and it has not been formally reviewed or approved by a CSA Technical Committee. CSA Group acknowledges that the development of this Document was made possible, in part, by the financial support of the Ontario Ministry of Economic Development, Job Creation, and Trade. This Document was developed by the Working Group on Accessible Electric Vehicle Charging Infrastructure and has been reviewed by external subject matter experts as part of the public review process. Scope 1.1 Inclusions This Document specifies requirements and recommendations, as well as guidance, on the following: a) factors to be considered in the design and/or specification of accessible public EV chargers and their key constituent components; b) the physical aspects of the EV charging site and the environment surrounding the fixed charging points; c) the location, placement, and spacing of EV chargers within its public spaces and in relation to adjacent infrastructure; and d) information and communication factors of user interaction with the device (physical and digital) to be considered for locating and operating accessible public EV chargers. 1.2 Exclusions This Document does not cover the following: a) private non-public EV chargers and environments, including fleet vehicle charging points; b) specific materials used within an EV charger; c) charging rates (W or kW), charging and parking fees, and software for payment methods; d) user and personal safety, although some best practices are suggested; and e) parking policy related to restrictions and planning policy related to the proportion of designated accessible parking spaces. 1.3 Terminology In this Document, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Document; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of the Document. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
