Preface This is the first edition of CSA/ANSI Z5030, Residential equipment cold load pick up management . CSA Group acknowledges that the development of this Standard was made possible, in part, by the financial support of BC Hydro, British Columbia’s Ministry of Energy and Climate Solutions, Efficiency Nova Scotia, Hydro-Québec, the Northwest Energy Efficiency Alliance (NEEA), Nova Scotia’s Department of Energy, and Québec’s Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP). This Standard is considered suitable for use for conformity assessment within the stated scope of the Standard. This Standard was prepared by the Subcommittee on Cold Load Pick Up, under the jurisdiction of the Technical Committee on Building Energy Systems and the Strategic Steering Committee on Performance Energy Efficiency and Renewables (SCOPEER), and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group. This Standard has been approved by the American National Standards Institute (ANSI) as an American National Standard. Scope 1.1 General This Standard describes cold load pick up management (CLPUM) performance and testing procedures to help standardize cold load pick up management requirements in the residential sector, based on the loss of load diversity and intervention level (Level 1 — passive, Level 2 — active), and support grid management. 1.2 Users This Standard is intended to be used by power utility companies, aggregators, original equipment manufacturers, and home energy management systems (HEMS), as well as by third-party certification bodies. 1.3 Application This Standard defines testing and performance specifications for residential equipment CLPUM as a grid service both in its passive and active forms. It focuses on the following technologies: a) unidirectional electric vehicle (EV) chargers (Level 2 and above); b) space cooling and heating systems; c) water heaters; and d) home energy management systems installed and/or used in the residential sector. 1.4 Exclusions This Standard does not apply to technologies that are not listed in Clause 1.3, nor does it apply to analogue (i.e., bi-metallic) thermostats. This Standard does not address the inrush current phase of the CLPUM. 1.5 Terminology In this Standard, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate explanatory or informative material from the text. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
