Guides the manufacturer and operator of a tank vehicle as to the uniform features that should be provided to permit loading of a tank vehicle with a standard 4-inch adapter. This edition of RP 1004 requires an independent secondary control system and maximum requirements for outage in the tank to allow the secondary control system to function.
